In a landmark legislative move, Lokesh tabled the bill establishing the India International University of Legal Education and Research (IIULER) in Amaravati, approved unanimously by the House. Admissions will begin from the 2025–26 academic year, with 20% reserved for local students.
He emphasised that Amaravati will host not just the university, but also an ecosystem of arbitration centres, judicial training hubs and research facilities. Further, Lokesh piloted amendments to the Private Universities Act to remove restrictive provisions introduced under the previous government, paving the way for global universities and high-quality private institutions to set up campuses in Andhra Pradesh. “Our aim is to align with global benchmarks, boost research, nurture start-ups, and improve enrolment ratios through subject-specific universities,” Lokesh said.
Meanwhile, Chief Minister Chandrababu Naidu presented a detailed account of job creation under the coalition government’s 15-month tenure, declaring that 4,71,574 jobs had been generated across public and private sectors. This included 15,941 through the Mega DSC, 9,093 across departments, 6,100 in police recruitment, and over 92,000 placements through skill development and job melas.
On investments, Naidu struck a confident tone, stating that ₹6.23 lakh crore worth of projects had been secured through 125 proposals, promising employment to 6.29 lakh people. He recalled the state’s success in attracting global giants such as Google, TCS, Accenture and ArcelorMittal, while contrasting it with what he described as the failures of the previous regime, which “chased away investors and damaged Brand AP.”
Naidu highlighted the Google data centre in Visakhapatnam, worth $6 billion, and the state’s renewed momentum in ports, airports and logistics corridors. Projects include four upcoming greenfield ports, the revival of Bhogapuram airport by 2026, and a blueprint for multi-modal logistics hubs. “With our 1,053 km coastline and strategic location, Andhra Pradesh will become a logistics powerhouse,” Naidu declared. He underscored that the government’s Vision Swarna Andhra ties into the national Viksit Bharat agenda, aiming for a $2.4 trillion economy, $450 billion exports, and 100% literacy with 95% skilled human resources.
