AP issues guidelines on dealing with unauthorized constructions

The Andhra Pradesh municipal administration on Thursday issued guidelines for unauthorized and illegal constructions in the state. Principal Secretary (Municipal Administration) Suresh Kumar issued a statement in this regard. It was announced that the guidelines have been issued to all the states with the orders of the Supreme Court recently.

It has been suggested to take an undertaking from the building owners on the occupancy certificate. Instructions have been given to ensure that they enter the buildings only if they have an occupation certificate.

It was made clear that the undertaking should be taken at the time of sanction of the construction plan of the building. Principal Secretary Suresh Kumar said steps should be taken to ensure that the plan is displayed till the construction is completed. From time to time, the authorities have been advised to check the building plan and construction. Principal Secretary  Suresh Kumar clarified that a certificate of fitness for occupation  should not be issued if the construction is not as per the plan.

The occupancy certificate should also not be issued until the deviation is corrected and that action will be taken if an occupancy certificate is given to structures with deviation, he said. He also directed that drinking water, drainage and electricity connections should be provided only after issuing a fitness certificate.

Orders have been issued not to issue trade and business licences for illegal constructions. He also made it clear that the zonal plan should also ensure that there are no deviations in the structures. Principal Secretary Suresh Kumar suggested that banks should give loans for construction only after seeing the domicile document.
