Babu calls for collaborative policy engines at NITI meet

The Andhra Pradesh Chief Minister N. Chandrababu Naidu presented an ambitious growth and governance roadmap at the 10th NITI Aayog Governing Council Meeting held at Pragati Maidan, New Delhi. The event, attended by Chief Ministers, Union Ministers, Lieutenant Governors, and top officials from across the country, centered around the theme “Viksit Rajya for Viksit Bharat @2047.”

Chief Minister Naidu’s address drew wide acclaim, with Prime Minister Narendra Modi publicly commending Andhra Pradesh’s "growth blueprint." In his remarks, PM Modi said, “All states should examine and study the reforms introduced by Andhra Pradesh. CM Naidu’s growth vision offers valuable insights that can benefit the entire nation.” The praise marked a strong endorsement of the state’s policy innovations and long-term vision under Naidu’s stewardship.

CM Naidu paid solemn tribute to the 26 victims of the recent Pahalgam terrorist attack on April 22 and praised the Indian Armed Forces’ swift and successful Operation Sindoor. He also applauded Prime Minister Modi’s resolute leadership during the crisis, citing it as a reflection of India’s growing global stature and resilience.

Reiterating Andhra Pradesh’s commitment to the national vision of Viksit Bharat @2047, CM Naidu outlined the Swarna Andhra @2047 strategy—an integrated, family-focused development model designed to achieve zero poverty by 2029 and position Andhra Pradesh as a key contributor to a $30 trillion Indian economy by 2047.

Highlighting India’s rapid rise from the 10th to 4th largest global economy, CM Naidu credited transformational initiatives such as Digital India, GST, PM Gati Shakti, and Startup India for reshaping the nation’s growth trajectory. 

“With the right leadership at the right time, India is on course to become the 3rd largest economy,” he said.

The Chief Minister emphasized Andhra Pradesh’s unique governance model, centered around family well-being, innovation, and sustainability. The P4 (Public-Private-People Partnership) framework forms the backbone of this approach, enabling inclusive economic upliftment through coordinated efforts among government, industry, and citizens.

In a major policy recommendation, CM Naidu proposed the formation of three thematic sub-groups of states, in collaboration with NITI Aayog and the Union Government, to drive focused and accelerated progress toward Viksit Bharat @2047.

Sub-Group on GDP Growth: Focused on catalyzing investments, boosting manufacturing and exports, and expanding employment. The CM advocated for enhanced viability gap funding (VGF) from the Centre to support Public-Private Partnership (PPP) projects.

Sub-Group on Population Management: Tasked with addressing India’s demographic transition—leveraging the current youth bulge while preparing for future challenges of ageing and declining fertility.

Sub-Group on Technology-Driven Governance: Aimed at integrating Artificial Intelligence, quantum computing, drones, and advanced digital platforms to enable real-time, responsive, and citizen-centric administration. These sub-groups, he argued, could serve as specialized engines of national transformation, enabling states to align local innovations with national priorities.
