The Telangana Congress party is pinning its hopes on the success of its flagship welfare schemes to secure victory for its candidate in the Jubilee Hills by-election. With a total voter base of nearly 3.98 lakh, the ruling party believes that its focus on development and welfare-oriented governance has turned a significant section of the constituency’s electorate—particularly those in bastis and slums—into a strong support base. Nearly two lakh voters from this constituency belong to families possessing white ration cards and are direct beneficiaries of the government’s welfare measures.
Under the Praja Palana government’s guarantees and other welfare schemes, more than fifty thousand families in Jubilee Hills have benefitted from various initiatives. Free domestic power supply up to 200 units has benefitted 25,925 families, while 19,658 households have availed of the subsidized LPG cylinder at Rs 500. Women in the constituency have also gained substantially from the free RTC bus travel scheme—part of the Mahalakshmi guarantee—saving an estimated ₹120 crore collectively since its launch in December 2023. Across Hyderabad, over one crore women have used zero-ticket rides, resulting in total savings of ₹2,410 crore.
The government has also distributed 14,197 new ration cards and added 8,123 new names to existing cards, ensuring comprehensive coverage of eligible families. Every ration cardholder now receives six kilograms of fine rice (Sanna Biyyam) per person, a measure that has strengthened the Congress vote base among low-income households. Additionally, 11,328 people—including the elderly, widows, the disabled, and dialysis patients—receive monthly Indiramma Aasara pensions.
Urban welfare initiatives like the Indiramma Canteens have become another pillar of public support, offering breakfast for just ₹5 each morning. Across GHMC limits, about 25,000 people—including daily wage earners and small employees—benefit from this affordable meal scheme.
On the development front, the government has sanctioned Rs 5.51 crore under the Special Development Fund (SDF) for road and infrastructure works in the constituency.
