IT Minister explores Russia’s ‘School 21’ and Sber City

Andhra Pradesh Minister for Education, IT and Electronics Nara Lokesh on the fifth day of his Russia tour visited the innovative School 21 learning centre and the advanced Sber City technology hub, exploring cutting-edge models in education, artificial intelligence, quantum technologies and digital innovation.

At School 21, a unique coding and software development institution established by Sberbank, Lokesh interacted with administrators and students to understand its unconventional learning model. Unlike traditional educational institutions, School 21 operates without teachers, formal lectures or conventional grading systems. Instead, students learn through project-based assignments, peer-to-peer collaboration and code reviews.

The institution, part of the global 42 Network, offers tuition-free education funded entirely by Sberbank. Students enjoy 24/7 access to campus facilities and progress at their own pace. Admission is based not on academic qualifications or prior coding experience but on cognitive aptitude tests and a rigorous problem-solving assessment programme known as “Piscine.”

Officials explained that the model focuses on developing practical skills, adaptability and collaborative learning, making it a globally recognised example of future-ready technology education.

Later, Lokesh visited Sber City, one of Russia’s premier technology and innovation ecosystems. He was welcomed by Sberbank Senior Vice President and Research & Innovation Director Albert Efimov, Chief Information Officer Evgeniy Chulanov and Deputy Director General Ilya Pulner.

During the visit, the minister reviewed advanced AI-powered banking solutions, digital healthcare platforms, cybersecurity systems, quantum technology research initiatives and smart-city applications. Sber City representatives showcased innovations in enterprise software ecosystems, automated infrastructure management, electric vehicle charging networks and next-generation digital services.

The delegation was also briefed on the city’s research and development ecosystem, quantum technology centre and AI-driven public service solutions designed to improve efficiency and digital governance.
