MP Kadiyam Kavya flags crop insurance delays under PMFBY

MP Dr. Kadiyam Kavya has raised serious concerns over delays in crop insurance payouts under the Pradhan Mantri Fasal Bima Yojana (PMFBY), pointing to the financial burden on farmers. In a parliamentary query, she sought data on pending claims, interest payouts, protest responses, and steps for accountability.

Replying on August 15, 2025, Minister of State Ramnath Thakur stated that since PMFBY’s 2016 launch, claims worth Rs 1.89 lakh crore were made, with Rs 1.85 lakh crore disbursed. However, Rs 3,249.70 crore remains unpaid due to delayed state subsidies, data issues, yield disputes, and insurer delays.

Between 2022 and 2025, Rs 50,852.11 crore was claimed, of which Rs 47,602.41 crore was settled. States with major dues include Andhra Pradesh (Rs 2,403.74 crore), Madhya Pradesh (Rs 231.16 crore), and Assam (Rs 3.66 crore). Key defaulters are Bajaj Allianz (Rs 845.79 crore) and Agriculture Insurance Company (Rs 623.57 crore).

To improve accountability, the government has set up grievance committees, launched the National Crop Insurance Portal (NCIP), helpline 14447, and digital tools like the CCE-Agri App. A 12% interest penalty is also levied for delayed payments.

As the Kharif 2025 season progresses amid ongoing farmer protests, Dr. Kavya’s intervention calls for urgent reforms and timely action.
