Chief Secretary K Vijayanand said on Thursday that the government is taking steps to implement the P-4 (Public-Private-People-Partnership) policy from next Ugadi in the state. Stating that the main objective of the P-4 policy is to guide 10 per cent of the economically superior population of the society towards helping 20 per cent of the people at the bottom of poverty, he said, adding that the P-4 policy is aimed at eradicating poverty.
The CS said that the government will invite NRIs and others to the P-4 inauguration ceremony on Ugadi day and bring them all under one umbrella to launch the program. CS Vijayanand made it clear that as part of the Swarna Andhra Vision-2047, housing, village, mandal, constituency and district level vision plans aimed at achieving a growth rate of 15 per cent per annum have to be formulated.
The e-consultancy survey has to be collected between Feb 7 and 22, he said, adding that during this time, the Panchayati Raj and Rural Development Department will conduct gram sabhas, panchayat meetings, meetings with various public representatives, NGOs and experts at the district level through the planning department.
He also said that essay writing for students at the level of schools and colleges will be conducted through the education department, individuality contests, and the need to conduct poverty alleviation in the district headquarters through the municipal department.
He directed the district collectors to take immediate steps to identify the sites required for setting up of 500 compressed biogas plants in the state in the wake of Reliance coming forward to set up them. He said that appropriate action should be taken to set up one MSME park for each constituency. CS Vijayanand directed the officials to conduct a survey by March 15 so that one MSME park can be set up for each assembly constituency in the state.
Piyush Kumar, Principal Secretary, State Planning and Finance, made a power point presentation and explained the implementation of P-4 policy and the steps to be taken for the formulation of habitat, village, mandal, constituency and district plans as part of the Swarna Andhra 2047 Vision Plan.IT and RTGS departments secretary K Bhaskar, RTGS CEO Dinesh Kumar, Veerapandian, Keerthi, Siva Prasad, Anantha Shankar and other officials participated in the meeting.
