The growing backlog in Telangana's fee reimbursement scheme has emerged as a major concern for students across the state, threatening access to higher education for thousands from economically weaker backgrounds. According to educational institution managements and student organizations, the state government's pending fee reimbursement and scholarship dues have crossed Rs 8,000 crore. Although the government has been releasing funds in phases, stakeholders argue that the overall arrears continue to mount, affecting not only colleges but also the academic and professional futures of lakhs of students.

Financial burden mounts on poor families

The primary objective of the fee reimbursement scheme was to make higher education accessible to students from financially weaker families. However, delays in the release of funds have placed many of these households under severe financial strain. In some cases, families are reportedly being forced to sell assets or incur heavy debts to ensure their children's education continues. The impact of mounting arrears is not limited to students. Colleges are also facing significant financial challenges due to delays in government reimbursements. Educational institutions say the shortage of funds has affected their ability to launch new courses, recruit faculty members and improve infrastructure. There are also concerns that if uncertainty over reimbursements continues, some institutions may become reluctant to admit students under the fee reimbursement scheme in future.

Mental stress among students

Students preparing for semester examinations, projects, campus recruitment and competitive examinations report finding it difficult to focus due to constant concerns over tuition fees. Many are also distressed by the knowledge that their parents are taking loans or facing financial hardship to support their education. Some have taken up part-time jobs alongside their studies, while others are reconsidering plans for higher education altogether.

Student organizations intensify protests

As arrears continue to grow, student organizations across Telangana have stepped up protests demanding the immediate release of pending fee reimbursement and scholarship funds. Several student groups, including ABVP, SFI, AISF and PDSU, have already organized demonstrations, sit-ins and protests at district collectorates across the state. They have warned of larger state-wide agitations if the government fails to address the issue.

Political significance of the issue

The fee reimbursement backlog has also acquired political significance, with opposition parties accusing the state government of neglecting student welfare. The issue has gained prominence at a time when concerns over unemployment, government recruitment, job calendars and competitive examinations are already fueling dissatisfaction among young people.
