Reduces need for repeated visits to government offices
The state government has issued instructions for employees across all levels to adopt the new system from October 15
metro india news I hyderabad : The Telangana government is preparing for a major digital transformation of its administrative system, with plans to bring as many government processes as possible online, including employee service records, financial sanctions, government approvals and technical clearances for development works. The state government has issued instructions for employees across all levels to adopt the new system from October 15. As part of the initiative, comprehensive information relating to approximately 348,000 government employees is being entered into the Electronic Human Resource Management System (e-HRMS).
The objective is to bring employee appointments, service records, salaries and allowances, promotions and Annual Confidential Reports (ACRs) onto a single digital platform. The Finance Department has conducted awareness programs and training sessions for officials from various government departments over the past two to three days to prepare them for the transition.
Chief Secretary-level instructions have reportedly emphasized the need to move government permissions and orders towards a fully digital system. Officials will be able to track which officer is handling a file and identify the stage at which it is pending. This is expected to reduce the need for repeated visits to government offices and make it easier to identify the reasons for administrative delays.
Technical clearances for development works to be digitized
The government is also planning to bring technical sanctions for development projects online. The proposed system will cover the approval process at various engineering levels, from Assistant Engineers to Chief Engineers. Moving technical clearances to a digital platform is expected to improve clarity in the scrutiny of project proposals, technical approvals and authorizations issued by the concerned officials. Maintaining proposals and approval records in a single system would also make it easier to monitor the progress of development works.
Aadhaar-based verification for direct benefit transfers
The state government has decided to place greater emphasis on Aadhaar-based verification under the Direct Benefit Transfer (DBT) mechanism to transfer financial assistance directly to beneficiaries of government schemes and ensure that the benefits reach only eligible recipients. To address technical difficulties that may arise during implementation, the government has also decided to appoint a nodal officer in every department who will monitor the implementation of digital systems, help resolve problems faced by officials and coordinate activities between departments.
Will digital governance curb unnecessary influence and delays?
With file movements and approval stages recorded digitally, it is likely to become easier to identify unnecessary delays and determine responsibility for pending work. However, the success of the initiative will depend on several factors, including the complete and accurate entry of employee records, prompt resolution of technical issues and regular training for government officials.
With the new digital governance framework scheduled to take effect from October 15, attention is now focused on how effectively the Telangana government can implement the changes and whether they will bring tangible improvements to the functioning of government offices across the state.
