Telangana government has launched a comprehensive Youth Empowerment and Skilled Human Resource Mission aimed at transforming the state into India’s premier talent hub by leveraging its demographic dividend through skilling, world-class education, entrepreneurship, sports, and holistic well-being. At the core of the mission is the creation of the Telangana State Skill Development Mission (TSSDM), a unified apex body that will integrate all state, central, private, and CSR-led skilling programs under a public-private governance model.

TSSDM will pioneer India’s first fully formalized, credit-based skilling ecosystem aligned with the National Skills Qualification Framework (NSQF) and Academic Bank of Credits (ABC). A first-of-its-kind Candidate-Centric Career Development & Employment Portal and a statewide digital skilling-employment exchange will use AI to match trained youth with industry requirements declared through TS-iPASS. 

The mission operates on three tiers: guided career growth for every youth, lifelong and inclusive learning through a portable National Skills Passport, and global skilling leadership with focus on emerging sectors such as AI, aerospace, life sciences, robotics, and food technology. Sports will be positioned as a core component of youth development under the State Sports Policy 2025, promoting physical excellence, sports tourism, sports-tech startups, and inclusive community participation. 

Additional initiatives include mandatory soft-skills training from Class 9, maker-lab vouchers for graduates, a State Institute for Trainer Excellence, targeted scholarships and hostels for underprivileged students, and a global talent mobility program to both export skilled professionals and attract international expertise.
