Chief Minister N. Chandrababu Naidu on Tuesday issued a strong set of directives to District Collectors and Superintendents of Police (SPs) at the two-day Collectors’ Conference, setting a 15% growth target and calling for uncompromising focus on development, welfare and governance reforms.
The Chief Minister said Andhra Pradesh had lost many opportunities due to past misrule and stressed that the coalition government’s administration would run on a Ten-Point Governance Framework. He urged officials to fully utilise resources to achieve the Swarnandhra 2047 vision.
Naidu told Collectors to harness human resources effectively and create employment through “One Family, One Entrepreneur” and work-from-home policies. He emphasised the need to link industries, universities and banks into local ecosystems to spur innovation.
Calling peace and security the foundation for investment, Naidu said both he and Deputy CM Pawan Kalyan accord top priority to law and order. He set a target of 30% crime reduction, instructing SPs to leverage CCTV analytics, forensic auditing and advanced technology.
The Chief Minister directed Collectors to promote solar rooftops, electric vehicles and clean energy, while treating Clean and Green practices as a tradition. He announced plans to raise the state’s green cover to 39% by 2029 and 50% by 2047, along with the establishment of five Circular Economy Parks. “No garbage should be visible from January,” he said, launching a sanitation drive and ordering solid waste management projects under NREGS.
Highlighting reforms in the health sector, Chandrababu Naidu said the upcoming Sanjeevani programme would cut medical costs, which currently stand at ₹20,000 crore annually, by nearly 30%. On economic reforms, he said GST changes would enhance purchasing power and strengthen the economy.
Expressing dissatisfaction with revenue services, the Chief Minister directed Collectors to ensure 100% online processing of files within two months. He announced the rollout of RTGS-enabled district hubs, real-time dashboards, and training for ministers and HODs on next-generation technologies.
IT Secretary Katamaneni Bhaskar presented the government’s ambitious plan to make Amaravati the Quantum Capital of India by 2035, with milestones including India’s largest quantum testbed, IBM’s Quantum System Two installation by 2026, and a Rs. 1,000 crore fund for 100 startups by 2030.
The Chief Minister also directed Collectors to shift all certificate services to the Mana Mitra WhatsApp Governance platform, integrated with DigiLocker and blockchain. “Citizens must not be summoned to government offices. Awareness campaigns must be taken door-to-door every Friday,” he instructed.
The conference underscored the coalition’s push to combine rapid growth, clean governance, and futuristic planning from crime reduction and healthcare reforms to quantum leadership and digital governance aimed at positioning Andhra Pradesh as a national model of innovation-driven development.
