Nallamalla Declaration – Key highlights

■   Forest Rights recognized for 2.3 lakh ST families covering 6.69 lakh acres under the RoFR Act, 2006.

■    Launch of “Indira Soura Giri Jala Vikasam”, a first-of-its-kind initiative for tribal livelihood enhancement.

■   100% grant-based solar pump irrigation for RoFR landholders, integrated with drip irrigation and horticulture.

■   Launched by CM on May 19 at Macharam village 

■   Scheme duration: 5 years (2025–2030) with inter-departmental convergence (Forest, Energy, PR & RD, RWS, etc.).

■   Target: 2.1 lakh farmers, 6 lakh acres with a Rs 12,600 crore budget.

■   Annual Implementation Plan: 2025–26: 10,000 farmers | 27,184 acres | Rs 600 Cr, 2026–30: 50,000 farmers/year | 1.43 lakh acres/year | Rs 3,000 Cr/year

■   Indiramma housing for all Particularly Vulnerable Tribal Groups (PVTGs) on saturation mode.

■   Rs.1,000 crore subsidy for 1 lakh ST unemployed youth under Rajiv Yuva Vikasam for self-employment.

In a first-of-its-kind initiative in Telangana State, Chief Minister A Revanth Reddy, on Monday, launched the Indira Soura Giri Jala Vikasam scheme in Macharam village, Achampet constituency, located in the Amrabad region of Nagarkurnool district. This landmark project aims to bring comprehensive solar-powered water development to the tribal communities of the region, ensuring access to irrigation and household electricity through sustainable energy sources.

Arriving by special helicopter from Begumpet Airport, Chief Minister Revanth Reddy was warmly welcomed by Collector Badavat Santosh and senior officials. Alongside ministers, MPs, and MLAs—including Deputy CM Bhatti Vikramarka, Ministers Jupally Krishna Rao, Damodar Raja Narasimha, Uttam Kumar Reddy, Seethakka, Ponguleti Srinivas Reddy, Tummala Nageswara Rao, Ponnam Prabhakar, and MP Mallu Ravi—he participated in the inauguration ceremony..

Speaking at the massive public gathering in Macharam, CM Revanth Reddy declared that this solar project, along with the unveiling of the Nallamala Declaration worth Rs.12, 600 crore, marks a new chapter in tribal development. He expressed pride in being a "child of Nallamala" and emphasized that under his leadership, the state is progressing across all sectors with the blessings of the people. The initiative represents a move away from past neglect and aims to transform the socio-economic landscape of tribal areas.

He highlighted the free distribution of solar pump sets to all farmers in the Achampet constituency within the next 100 days and instructed officials to facilitate solar power connections to homes for domestic and agricultural needs. Revanth praised tribal women like Alivelu, who are now becoming aware of solar technology and horticultural practices. CM also stated that Achampet would be a model for the nation in solar-driven development.

Further, he assured the people that his government, in just one year, has provided 60,000 government jobs, implemented major welfare schemes like Gruha Jyothi and Mahalakshmi, distributed fine rice through ration shops, and created opportunities for women in sectors such as petrol bunks and state-run buses. The government is investing heavily in Young India Integration Schools, has appointed Vice Chancellors for 12 universities, and brought major global companies to Hyderabad, making Telangana a model state recognized by the central government for its law and order, tax revenue, and development indices.

Turning point in nation’s history: Bhatti

Deputy Chief Minister Bhatti Vikramarka praised the initiative as a turning point in the nation’s history. He stated that slogans like "land for the tiller" are being transformed into legal entitlements through schemes like the Indira Soura Giri Jala Vikasam scheme. He added that the Nallamala Declaration would be strictly implemented, and the government was committed to delivering tangible results to tribal communities within four years. He emphasized that Rs.1,000 crore will be allocated to tribal youth on June 2 under the Rajiv Yuva Vikasam self-employment scheme.

Deputy CM Bhatti recounted the hardships faced by tribal people, particularly the injustices under the previous government, where women were tied to trees and men were falsely charged. He declared that any attack or conspiracy against the state government would be seen as an attack on the people themselves. The new programs aim not only to provide welfare but to build wealth for the underprivileged and empower marginalized communities, especially tribal and rural youth.
