The Telangana Legislative Assembly was the stage for a fierce confrontation between Bharat Rashtra Samithi MLA and former Irrigation Minister T. Harish Rao and Chief Minister A. Revanth Reddy during a debate on the Justice P.C. Ghosh Commission report concerning the Kaleshwaram Lift Irrigation Project (KLIP). The 665-page report, alleging significant irregularities, cost escalations, and lapses under the previous BRS government, sparked intense accusations of corruption, mismanagement, and political vendetta, highlighting deep political divisions.
Harish Rao's arguments:
Former Irrigation Minister Harish Rao strongly criticized the Congress government for scheduling the discussion on a Sunday, labeling it a "conspiracy" and "political drama" to tarnish BRS's image ahead of local elections. He argued that the allocated half-hour was insufficient to address the voluminous report, demanding at least two hours. Harish challenged the Ghosh Commission's legitimacy, claiming it violated the Commission of Enquiries Act of 1952 by not issuing required notices, rendering the report "invalid" per Supreme Court rulings. He defended seeking judicial recourse as a constitutional right and accused the Congress of diverting focus from critical issues like farmers' fertilizer shortages and flood-related crop losses.
Harish expressed readiness to debate KLIP extensively, vowing to counter every allegation and expose the probe as politically driven. Revanth Reddy’s Counter: Meanwhile Chief Minister Revanth Reddy accused Harish Rao of misleading Telangana society with "incomplete information" and "false propaganda." He referenced a 2014 statement from then-Union Minister for Water Resources Uma Bharti confirming 205 TMC water availability and hydrological clearances for the original Pranahita-Chevella project, which BRS disregarded despite 2009 Central Water Commission approvals.
Revanth alleged that KCR and Harish redesigned and shifted the project from Tummidihatti to Medigadda out of "greed," siphoning off Rs. 1 lakh crore in public funds while suppressing a retired engineers' committee report opposing the relocation. Citing Ghosh report pages 98 (Harish's errors), 72 (similar warnings at both sites), 63 (deliberate treasury looting), and 65 (Harish's admissions), Revanth demanded Harish's statements be expunged from records. He clarified that Maharashtra never opposed Tummidihatti, only suggesting a height reduction, and challenged Harish to specify the desired inquiry type—CBI, SIT, or CID—if innocent. Revanth urged Harish to abandon "stubborn arguments" and face the commission's findings.
