Party Loyalty outweighs State Clout in DCC Picks

26-10-2025 12:00:00 AM

  1. Congress High Command scraps old system, deploys observers from other states to ensure party loyalty trumps personal allegiances in Telangana DCC selections.
  2. New policy prioritizes disciplined, committed leaders with at least five years in party; bars those in other positions to curb internal politics.
  3. Reports from field-level consultations submitted to AICC's KC Venugopal; CM Revanth Reddy, Dy CM Bhatti and PCC chief Mahesh Kumar Goud consulted separately in Delhi.
  4. Emphasis on social justice, efficiency, and long-term party strengthening amid discussions in Congress circles.

In a significant departure from tradition, the Congress high command has overhauled the process for appointing District Congress Committee (DCC) presidents in Telangana, prioritizing unwavering loyalty to the party over individual affiliations within the state leadership. This strategic shift aims to fortify the party's grassroots foundation, minimizing internal politics and ensuring long-term stability. Understandably so, the Congress high command's new approach to appointing DCC presidents has sparked widespread discussion within party circles.

Historically, DCC presidents were selected based on recommendations from state leaders, including the Chief Minister, PCC president, ministers, and MLAs, with final approval from New Delhi. However, the All India Congress Committee (AICC) has scrapped this approach, deeming it prone to factionalism that could erode party loyalty. Instead, the high command has dispatched observers—Congress leaders from various states—to Telangana's districts. These observers have conducted on-ground assessments, gathering opinions from party workers and local leaders to compile comprehensive reports.

Submitted directly to AICC General Secretary and MP KC Venugopal, these reports emphasize selecting disciplined individuals committed to the party's principles. The move has sparked widespread discussion in Congress circles, signaling a deliberate effort to empower field-level loyalists and curb the influence of state heavyweights. Ministers and MLAs, who previously pushed their loyalists, now face restrictions, as the high command seeks to prevent future politicking that might weaken organizational cohesion.

On Saturday, Venugopal reviewed the observers' findings in Delhi, while separately consulting Telangana Chief Minister Revanth Reddy and PCC President Mahesh Kumar Goud. Both leaders traveled to the capital for these discussions, underscoring the high command's hands-on involvement. This segregated consultation process highlights a calculated long-term vision: building a robust party structure where grassroots dedication takes precedence,

fostering trust and unity for sustained growth in the state.

The initiative reflects broader concerns that reliance on state whims could dilute loyalty, prompting this extensive exercise. By focusing on trustworthy figures, the Congress aims to create a resilient framework, positioning the party strongly against rivals in Telangana's dynamic political landscape.

Social Justice in DCC Selections: Mahesh Goud's assurance

TPCC President Mahesh Kumar Goud emphasised on Saturday that social justice will be integral to DCC appointments, ensuring representation across all groups. Speaking to media upon arriving in Delhi for the meeting with AICC leadership, he noted that opinions from CM Revanth Reddy and Deputy CM Bhatti Vikramarka would be considered. With numerous applications received, Goud emphasized selecting efficient leaders with at least five years of party service. He highlighted rules barring those in other positions from DCC roles to maintain focus and equity, prioritizing commitment over convenience.
