In a timely gift ahead of the Sankranti festival, the Telangana government has approved a significant revision in Dearness Allowance (DA) for its employees, effective from July 1, 2023. Chief Minister A. Revanth Reddy, while launching the 2026 diary and calendar for the Telangana Gazetted Officers Central Association at the Secretariat, highlighted this as a measure to support government staff amid rising costs. The move is expected to benefit lakhs of employees, providing financial relief and boosting morale during the festive season.
As per Government Order (G.O.Ms.No.2) issued by the Finance Department in the evening, the DA for employees under the Revised Pay Scales, 2020, has been increased from 30.03% to 33.67% of basic pay. This revision extends to staff in Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees, Zilla Grandhalaya Samsthas, and work-charged establishments. Similarly, teaching and non-teaching staff in aided institutions, polytechnics, and universities drawing pay in these scales will also receive the hike.
For employees on the Revised Pay Scales, 2015, the DA rises from 68.628% to 73.344% of basic pay, applicable to the same categories. Those on UGC/AICTE Pay Scales, 2016, see an increase from 42% to 46%, while for 2006 scales, it jumps from 221% to 230%. Full-time contingent employees get a 7.704% hike on their revised remuneration, culminating at 171.18%. Part-time assistants and village revenue assistants receive an ad-hoc increase of Rs. 100 per month until absorption into government service.
The DA will be paid with January 2026 salaries, due on February 1, 2026. Arrears from July 2023 to December 2025 will be credited to General Provident Fund (GPF) accounts, with special provisions for retirees (paid in 30 installments) and Contributory Pension Scheme (CPS) members (10% to PRAN, rest in installments). Full-time contingent employees without GPF will get arrears in 30 installments. In case of death, heirs receive arrears in a lump sum.
This initiative underscores the government's commitment to employee welfare, despite inherited debts of Rs. 8 lakh crore against monthly revenues of Rs. 18,000 crore. Additional promises include Rs. 1 crore accident insurance and resolution of retirement benefits.
In a parallel announcement, Chief Minister Revanth Reddy revealed plans to constitute a judicial commission headed by a retired High Court or Supreme Court judge to reorganize districts and mandals. Criticizing the previous government's hasty divisions, he noted numerous public demands for rational restructuring. The commission will tour the state, collect public inputs, and engage all political parties during the budget session to finalize policies. This step aims to ensure equitable administrative divisions, enhancing governance and public access to services.

Salary penalty of 10-15% for Govt staff ignoring elderly parents
Telangana Chief Minister A. Revanth Reddy today proposed a big step for transgender inclusion by suggesting the nomination of one transgender individual as a co-opted member in urban local bodies in municipal bodies. Speaking at a special event in Praja Bhavan, he stated that this would empower transgenders to directly address their concerns in civic bodies, ensuring greater societal recognition. "Instead of others speaking for them, they should voice their own issues," the CM emphasized, adding that a final decision would be taken in the next Cabinet meeting. He further committed to providing government jobs and Indiramma housing benefits to transgenders.
In a parallel focus on elderly welfare, the government is establishing 'Pranam' day care centers statewide to serve as familial havens for senior citizens, providing them with care, companionship, and support. The CM announced that the government would act as a family for the elderly through these centers. Complementing this, he revealed plans to introduce a new law in the upcoming budget session, mandating a 10-15% deduction from the salaries of government employees found neglecting their parents. Upon verified complaints—potentially filed with Tahsildars or MPDOs—the deducted amount would be directly transferred to the parents' bank accounts. This measure aims to ensure justice for aging parents who sacrificed for their children's success, with the CM lamenting neglect by those in government jobs.
The announcements were made during the launch of assistive devices distribution worth Rs. 50 crores—the highest-ever allocation—to persons with disabilities (PwDs), organized by the Disabled Cooperative Wing. The CM personally inaugurated the free provision of retro-fitted motorized vehicles, battery-operated tricycles,
battery wheelchairs, laptops, hearing aids, mobile phones, and other advanced equipment. He reiterated the government's humane approach, treating PwDs as family members to help them live with dignity and self-respect. Reservations in education and jobs, Rs. 2 lakh marriage incentives, and sports encouragement (including a job for a recent Paralympic gold medalist) were highlighted, with former Minister Jaipal Reddy cited as an inspiring figure who overcame disability to excel.
The event also coincided with the launch of 'Bala Bharosa' centers for children, underscoring holistic welfare. Reddy outlined a forthcoming comprehensive health policy for 100% medical coverage, praised the state's pioneering caste census as a national model influencing the Centre, and emphasised SC sub-categorization for equitable opportunities.
Transforming Praja Bhavan into an accessible space for all, the CM called for unity to build Telangana as an ideal, pro-poor state. "Our government has a 'dharma ganta'—it hears and resolves every grievance," he stressed, highlighting steady progress in inclusive development.
