Andhra Pradesh allows 24x7 operation of shops and commercial establishments in major cities

In improving ease of doing business and boosting commercial activity, the Andhra Pradesh government has permitted round-the-clock operation of shops and commercial establishments in major urban areas across the state. The decision applies to cities and towns with a population of four lakh or more, according to orders issued by the state Labour Department.

The government has granted exemptions from certain provisions of the Andhra Pradesh Shops and Establishments Act, 1988, allowing businesses in eligible urban centres to operate 24 hours a day. Officials said the measure is expected to strengthen the state’s commercial ecosystem, support retail and service sectors, and encourage investment in urban business hubs.

While extending the operational flexibility, the government has also introduced a set of safeguards to protect the welfare of employees working in these establishments. As per the new guidelines, employees cannot be made to work more than 48 hours per week, in accordance with existing labour regulations. If employees are required to work beyond the stipulated hours, employers must provide overtime wages as mandated by law.

The government has also made it mandatory for employers to grant one weekly holiday to all employees. In cases where employees are required to work on a declared government holiday, the employer must provide a compensatory day offon another day.

Officials emphasised that these provisions are intended to ensure that increased business activity does not come at the cost of employee rights or working conditions. By balancing operational freedom with worker protections, the government aims to create a more dynamic yet responsible business environment.

In another significant reform, the Labour Department has allowed commercial establishments employing 20 or more workers to obtain a lifetime registration certificate, eliminating the need for repeated renewals and reducing administrative burdens for businesses.

Industry observers believe the decision will help expand the state’s retail and service sectors, particularly in urban centres where demand for extended business hours is increasing. The move is also expected to generate more employment opportunities and enhance the state’s reputation as a business-friendly destination.

With this policy, the Andhra Pradesh government hopes to accelerate economic activity while ensuring that employee welfare remains an integral part of the state’s growth strategy.
