He unveiled a bold tech roadmap:

  1. South Asia’s first 158-qubit quantum computer to be installed in Amaravati by January, forming the core of Quantum Valley.
  2. Visakhapatnam to host 1.5 GW capacity Data City, double Mumbai’s scale, with undersea cable landings.

Andhra Pradesh Minister for Education, IT, and Electronics Nara Lokesh declared that the state is not just “talking about speed of doing business but demonstrating it”, as he announced ₹ 10 lakh crore worth of investments secured in just 15 months under Chief Minister N. Chandrababu Naidu’s leadership.

Speaking at the AP–UK Business Forum Roadshow at the Institute of Directors in London, Lokesh invited global industry leaders to the Partnership Summit 2025, scheduled for November 14–15 in Visakhapatnam. The event saw participation from 150+ CEOs and senior executives from global funds, manufacturing, and services sectors.

Lokesh credited the investment boom to three drivers: visionary leadership, speed of execution, and energetic, new-generation governance.

“When ArcelorMittal asked for three special clearances, we resolved them in 12 hours. India’s largest steel plant will begin construction this November,” he said.

“We’re transforming Andhra into a startup state,” he added.

On AI and skilling, Lokesh said colleges would soon introduce AI curricula, and a skill portal will launch in October to connect students with jobs.

Lokesh also stressed the state's rapid policy reform:

“We revised labour, land conversion, and nala tax policies in 45 days. Land for space-tech firm Skyroot was cleared within a week.”

The UK roadshow included UK Deputy High Commissioner Sujit Ghosh, Tech Mahindra Europe President Harshul Asnani, and ICICI Bank UK CEO Raghav Singhal.
