BC Reservation Bills: Commission former chairman questions govt’s intent

Dr. Vakulabharanam Krishna Mohan Rao, former Chairman of the Telangana State Backward Classes (BC) Commission questioned Telangana state government’s intent in regards to 42 percent BC reservation bills.   

At the State BC Representatives’ Maha Sabha held in Hyderabad, Dr. Rao questions the state government’s intent and constitutional sincerity. He raised strong objections to the state government's push for local body elections without first implementing the promised 42% reservations for BCs.

‘Conducting elections before fulfilling this promise amounts to betrayal,’ he said, urging the government to adopt constitutionally sound procedures, as done in Tamil Nadu and Maharashtra where courts deferred elections to safeguard social justice.

The event, presided over by Joint Platform of BC Associations President Katam Narasimha Yadav, drew participation from BC leaders across the state. Prominent voices included Talloju Achari, V Prakash, and Bandaru Vijayalakshmi, all stressing the urgent need for transparency and data-driven implementation.

Dr. Rao demands an all-party delegation must be sent to the President to push for assent to the reservation bills, the government should seek legal extensions for fair implementation, full disclosure of SEEEPC and Busani Commission data is essential and Article 31-B protection, like in Tamil Nadu, must be pursued.

He sharply criticized the opaque functioning of the Justice B Sudershan Reddy Committee, calling it legally dubious and ‘CBI-style’ in secrecy. ‘Elections are vital, but not at the cost of BC rights and only a transparent, constitutional process will deliver justice to the BCs,’ Dr. Rao concluded.
