Andhra Pradesh Chief Minister N. Chandrababu Naidu on Wednesday laid the foundation stone for the Bollineni Institute of Skill, Education and Research (BISER) at Nidamarru in Amaravati, unveiling an ambitious roadmap to transform the capital city into a global hub for healthcare, education, technology and skill development.
The proposed BISER project, which includes a medical college and skill development university, is being developed across 25 acres. Of this, 23 acres will house a medical college and a 500-bed super-specialty hospital, while the remaining two acres will be dedicated to a skill university. The institution is expected to offer 250 medical seats, 1,000 non-medical seats and training for another 1,000 healthcare professionals annually.
Speaking at the event, the Chief Minister said Amaravati is being envisioned not merely as an administrative capital but as a futuristic knowledge and healthcare city capable of generating large-scale employment opportunities for youth.
“Foundation ceremonies should not remain symbolic. Every project must move rapidly towards completion and inauguration within fixed timelines,” Naidu said, expressing hope that the KIMS healthcare project in Amaravati would become operational by 2027.
The Chief Minister assured entrepreneurs and institutions that the state government would provide approvals in autopilot mode to accelerate investments and project execution. At the same time, he stressed that industries and institutions must complete projects within committed schedules.
Highlighting the rise of KIMS founder Dr. Bhaskar Rao from a small-scale entrepreneur to the head of a major healthcare network, Naidu said entrepreneurship remains critical for wealth creation and economic growth.
The BISER ecosystem is expected to create nearly 5,000 direct and indirect jobs in healthcare, nursing, physiotherapy, dental sciences and allied sectors. He noted that the global demand for doctors, nurses, technicians and paramedical professionals is growing rapidly and urged youth to prepare for international opportunities by learning new technologies and foreign languages.
Naidu also announced that Amaravati is emerging as India’s “Quantum Valley,” with companies such as IBM, Tata Consultancy Services and Larsen & Toubro participating in the state’s quantum ecosystem. He revealed that Andhra Pradesh is set to host India’s first quantum computer by December this year, with a 133-qubit quantum system expected to be installed in Amaravati.
Referring to ongoing geopolitical tensions in West Asia, the Chief Minister urged citizens to adopt the spirit of “My Nation, My Responsibility” by conserving fuel, reducing unnecessary expenditure and promoting sustainable practices such as work-from-home and rooftop solar energy generation.
He also reaffirmed the government’s commitment to Amaravati farmers who pooled land for the capital city and said major infrastructure projects including the Outer Ring Road, bridges, airports, hotels and healthcare facilities would accelerate the capital region’s growth.
The event was attended by Union Minister Pemmasani Chandrasekhar, MP Ganti Harish Madhur, Minister Payyavula Keshav and several senior officials and industrialists.
