‘The Perch’ defies orders

Allegations of large-scale irregularities have surfaced within the Hyderabad Metropolitan Development Authority (HMDA), raising serious questions over enforcement and official oversight. Despite rejection by HMDA, directions from the High Court, and cancellation orders issued by the municipality, illegal constructions are reportedly continuing unchecked. Critics allege that both HMDA and municipal officials are turning a blind eye, with suggestions of tacit official backing.

At the centre of the controversy is a commercial complex named ‘The Perch,’ being constructed on land explicitly rejected by HMDA. The project has emerged as a flashpoint, with construction said to be progressing in defiance of High Court directives and municipal cancellation orders.

In 2021, HMDA had granted permission for residential villas over 16,295 square metres in Survey No. 407/AA in Osman Nagar, under Ramachandrapuram mandal. However, a portion measuring about 700 square feet was clearly rejected. Allegedly, using fabricated documents, Mega Meadows secured clearance from Tellapur Municipality on December 22, 2021, and began constructing a commercial complex by merging plots 1 to 5, including the rejected area.

A villa owner challenged the project in the High Court, citing violations of HMDA layout norms and DGPA regulations. The court directed Tellapur Municipality to act within six weeks. Subsequently, the municipality cancelled the building permission on November 29, 2024. Despite this, construction has reportedly continued, with work progressing rapidly on the basis of expired approvals.

Questions are now being raised over who is backing the developer. While the original villa permissions were valid, it is alleged that officials were influenced to facilitate illegal clearances through fabricated documents.

Locals had earlier objected, briefly halting work. However, construction resumed, fuelling suspicions of official protection. Residents argue that a commercial complex within a gated residential layout violates the Municipalities Act, 2019, and constitutional provisions.

They are demanding accountability, asking why no enforcement action has followed cancellation orders and who is shielding the project. Calls have been made for higher authorities to intervene and initiate demolition of the unauthorised structure. Attempts to reach Tellapur Deputy Commissioner Jyothi Reddy for comment remained unsuccessful.
