From policy paralysis to unlimited potential: CM Yogi Adityanath

Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday said the state has transformed from an era of “policy paralysis” into a land of “unlimited potential” over the past nine years, as his government presented its 10th budget in the Assembly.

Speaking to reporters after the budget presentation, the Chief Minister said the state’s financial blueprint reflects the aspirations and sentiments of the people. He pointed out that the size of the Uttar Pradesh budget has more than tripled during the nine-year tenure of his government.

“Uttar Pradesh has successfully transformed its perception over the past nine years, emerging from policy paralysis and changing perceptions to present UP as a land of unlimited potential,” Adityanath said.

Describing the 2026-27 budget as forward-looking and inclusive, he said it is dedicated to ensuring safety for women, empowerment of youth, prosperity for farmers and employment opportunities for all. “This budget is dedicated to safe women, capable youth, happy farmers and work for every hand, leading to a prosperous Uttar Pradesh through technological investment,” he stated, adding that it marks a new chapter in the state’s development journey.

Adityanath termed the budget historic, noting that it is the 10th budget presented by his government. “This is the first time that a Chief Minister has had the opportunity to present the tenth budget in a state like UP. This has never happened before,” he said.

The Chief Minister also underlined that no new taxes have been imposed in the past nine years. He credited efficient financial management and efforts to curb tax evasion and leakages for strengthening the state’s fiscal position.

“By stopping tax evasion and leakages through efficient financial management, we have transformed UP from a BIMARU state to a revenue-surplus state. This is a breakthrough in the Indian economy,” he said.

Earlier in the day, Finance Minister Suresh Khanna presented a Rs 9,12,696.35 crore budget for the financial year 2026-27 in the state Assembly. The outlay marks an increase of around 12.2 per cent compared to the previous financial year, signalling continued expansion in public spending and development initiatives.

The government said the budget focuses on infrastructure growth, technology-driven development and welfare measures aimed at accelerating Uttar Pradesh’s economic progress.
