The state government on Thursday issued a circular specifying certain guidelines to verify the genuineness of the exemption certificates of transfers of representatives of employees' unions.
Circular Memo confirming the certificates to be obtained from the unions to apply the exemption of transfers was issued by Shamsher Singh Rawat, Special Chief Secretary to the Government. It has been informed that some instances of misuse of exemption facility of general transfers applicable to office bearers of recognized employee unions in the past have been brought to the notice of the government and are under investigation.
In this context, the government has directed all Heads of Departments, Collectors & District Magistrates to obtain prescribed documents from the associations and instructed that before exempting office bearers of service associations in general transfers, the authenticity of the certificates from the lower level employee to the category of gazetted officers should be thoroughly verified.
The government has said that various aspects like whether the office and the tenure of the office bearer seeking exemption are covered in the by-laws of the association, whether their name is in the voters' list of the association, the proceedings issued by the election officer declaring him elected as office bearer, etc are properly authenticated.
Similarly, the Government has issued instructions to the Heads of Departments; Collectors & District Magistrates to take legal action against the person concerned if necessary, or submit a report to the competent authority who will take such action, if any violations are detected in this regard. In the circular memo, it has been suggested that all heads of departments and collectors & district magistrates should strictly follow these directions.
