A key demand raised by RTC employees before the government is the formal recognition of RTC staff as government employees, along with the declaration of an “appointed day” as promised by the previous administration. This move would ensure parity in salaries, benefits, and service conditions with government employees. Although this process should have been completed earlier, it remains pending. Even after 25 months in power, the present Congress government has yet to take a decision.

While there may be political or financial constraints, the responsibility to fulfill this commitment rests with the government, as it directly impacts the future of thousands of workers. At the same time, RTC unions also carry the responsibility of safeguarding the institution’s long term future.

Concerns over privatization trends

There is growing concern among employees and analysts that efforts toward privatization of RTC are gradually intensifying. The phased introduction of electric buses is, in itself, a welcome and forward looking step. However, the current model raises serious concerns.

Private corporate firms are supplying EV buses on a rental basis and managing their operations through outsourced staff. This effectively sidelines RTC employees from the functioning and maintenance of these buses, with private companies taking full control. With government approval backing such decisions, many fear this could weaken the institution from within and pose a long term threat to its existence.

Why direct procurement matters

Experts argue that, as in the past, RTC should directly procure EV buses and operate them using its own workforce. Such a model would not only strengthen the organization but also create new employment opportunities and expand operational capacity. In contrast, continued dependence on private firms could erode the institution’s autonomy. There are also concerns that private players, already gaining influence over depots and RTC lands, may eventually take control of valuable assets through leases and commercial arrangements, paving the way for gradual privatization.

Securing the future through policy decisions

Analysts emphasize that along with employee integration into government service and revival of unions, the demand for RTC led procurement of EV buses should become a central issue. This approach would protect public assets, generate jobs, and ensure the sustainability of public transport services for decades. It would also create opportunities for future generations within RTC. Ensuring these measures, they argue, is crucial for securing both the institution’s stability and the welfare of its workforce in the long run.
