Union Minister for Fisheries, Animal Husbandry, and Dairying, S P Singh Baghel, on Tuesday addressed the issue of stray cattle management in Telangana during a Parliament session.Responding to an unstarred question raised by MP Dr. Kadiyam Kavya, the minister detailed the steps being taken by both the central government and local authorities to tackle the challenge.
Minister Baghel emphasized that under Article 243W of the Constitution, the responsibility for managing stray animals lies primarily with urban local bodies. However, the Central Government, through the Animal Welfare Board of India, extends financial assistance to recognized animal welfare organizations for establishing and maintaining shelters.
Citing efforts in Telangana, the minister noted that the Greater Warangal Municipal Corporation is actively involved in relocating stray cattle to various goshalas (cattle shelters) operated by private entities, societies, and trusts. Notable shelters include: Maharishi Goshaala in Chinthagattu village, Ayappa Sevasamithi on Mulugu road, Bhaddhali Goshaala in Hanamkonda and Brindhavan Goshaala in Mupparam village, he detailed.
