Former Chairman of the Telangana State Backward Classes Commission, Dr. Vakulabharanam Krishna Mohan Rao, paid tributes on Monday to the visionary leader late S Jaipal Reddy, who played a key role in implementing 27% reservations for Backward Classes in petrol bunk licenses.
