Andhra Pradesh Chief Minister N. Chandrababu Naidu has finalized the structure of the P4 Initiative (Public-Private-People-Partnership—Platform for Helping Hands), a pioneering scheme aimed at eradicating poverty through voluntary contributions from the affluent sections of society. The program, which is set to launch on Ugadi in Amaravati, seeks to establish a direct link between donors and the underprivileged, bypassing government financial intervention.

Chairing a high-level review meeting at the Secretariat on Monday, CM Naidu emphasized that participation in P4 is entirely voluntary, ensuring that contributors are not pressured. The initiative is open to NRIs and other well-wishers, reminiscent of the highly successful Janmabhoomi program implemented during Naidu’s previous tenure.

To ensure transparency and fairness, the Chief Minister directed that the final list of beneficiaries, referred to as ‘Bangaru Kutumbam’, be determined through Gram Sabhas and Ward Sabhas to prevent any discrepancies or favoritism. The donors, known as ‘Margadarsi’, will extend their support directly to these families, without the government serving as a financial intermediary.

CM Naidu clarified that P4 is separate from existing government welfare schemes and is purely an individual-driven philanthropic initiative. He instructed officials to ensure that the public fully understands the distinction between the government’s traditional welfare programs and the P4 initiative.

The government’s ultimate goal is to eliminate poverty across Andhra Pradesh by 2029. As part of the first phase, 20 lakh families will receive support under P4, with the program expanding gradually until complete poverty eradication is achieved.

Preparations are underway for a large-scale launch event in Amaravati on Ugadi, with representatives from every village and at least one bus from each constituency transporting participants to the venue. CM Naidu reiterated that P4 is designed to empower communities through collective responsibility, encouraging individuals to extend a helping hand in building a self-sustaining welfare model.

With this initiative, Andhra Pradesh takes a bold step towards poverty-free governance, setting an example for the rest of the country. The success of P4 could potentially redefine the role of public-private philanthropy in state welfare and serve as a model for future developmental initiatives.
