A $3 Trillion Roadmap for Inclusive, Sustainable Growth

The Telangana government on Monday unveiled its Vision 2047 document, a comprehensive long-term roadmap to build a $3 trillion State economy by the time India marks 100 years of Independence. With Telangana contributing nearly 5% to India’s GDP despite holding only 2.5% of its population, the government now targets doubling this share to 10%, positioning the State as a leading driver of national growth.

10 key strategies

At the heart of the roadmap are 10 key strategies structured around a new economic geography comprising CURE, PURE and RARE zones. The Core Urban Region Economy (CURE)—the 160-km ORR area—will be transformed into a Net Zero, services-led global metropolis with overhauled mobility, pollution control and urban systems. The space between the ORR and the 360-km Regional Ring Road (RRR) will serve as the PURE manufacturing hub, linked by radial roads. The area beyond the RRR will form RARE, dedicated to agriculture, agri-enterprises and green economy initiatives.

The document marks Telangana’s shift from ad hocism to policy-driven governance, with over two dozen sectoral policies introduced in the last two years to ensure transparent, predictable and investor-friendly decision-making. Ranked high on both Ease of Doing Business and Ease of Living, the State now aims to deliver “Ease of Everything”—from faster government services to seamless permissions and grievance redressal.

A set of game-changing infrastructure projects forms the backbone of the 2047 vision. These include the Bharat Future City, rejuvenation of the Musi River, a dry port linked to Krishnapatnam by a 12-lane expressway, bullet train corridors to Bengaluru and Chennai, new manufacturing zones, the Regional Ring Railway, and green power supply for agriculture.

Governance reforms emphasise technology, digitisation and speed. Initiatives such as T-Fiber, underground data grids and satellite-linked connectivity aim to make Telangana the most digitally connected State. The government will adopt Smart, Proactive, Efficient, Effective Delivery (SPEED) systems to accelerate investments and outcomes.

A major thrust on education and knowledge seeks to position Hyderabad as a global learning hub, attracting offshore campuses, research collaborations and next-generation skilling. The Vision also reinforces inclusive development, focusing on welfare for women, farmers, youth and children, along with long-term Scandinavian-style social security funds.

Sustainability is embedded across departments—from Musi rejuvenation and climate-resilient water grids to restoring lakes and achieving Net Zero urban ecosystems. The document also reiterates commitments to preserve Telangana’s culture, heritage and spiritual tourism assets.

The Vision 2047 framework, shaped through inputs from over 4 lakh citizens, reflects the State’s resolve to build a prosperous, future-ready Telangana driven by people’s participation, innovation and global partnerships.
