The Andhra Pradesh Assembly budget session commenced with Governor Justice Abdul Nazeer addressing both houses. In his speech, the Governor emphasized the strong electoral mandate given to the ruling coalition and underscored the government's commitment to fulfilling the people's aspirations.

Governor Nazeer highlighted the challenges the state faced over the last five years, attributing them to the previous administration’s policies. He claimed that the state had suffered significant financial setbacks due to mismanagement. However, the present government was taking corrective measures, particularly through the implementation of the 'Super Six' welfare schemes aimed at benefiting the public. He also recalled the revocation of the Land Titling Act as a key decision taken upon assuming power.

The Governor stated that since the new government took office, per capita income has increased, reflecting overall economic improvement. He reiterated the government’s commitment to achieving the vision of 'Swarnandhra Pradesh' by 2047. Several welfare programs have been introduced, including doorstep pension distribution on the first of every month and scholarships for underprivileged students. He also emphasized the administration’s focus on education, healthcare, and infrastructure.

The government has implemented special initiatives for Backward Classes (BCs), recognizing them as the backbone of society. The Governor noted that BCs have been given 34% reservations in local bodies and nominated posts. Additionally, he reaffirmed the administration's commitment to providing every eligible family with a house, access to clean drinking water, and electricity. The government is also focusing on skill development among youth to enhance employment opportunities.

Governor Nazeer lauded the government's efforts in attracting investments, particularly in the tourism sector. He cited the ‘Mana Badi - Mana Bhavishyathu’ initiative, which has significantly improved infrastructure in schools. The appointment of Vice-Chancellors in nine universities based on merit and the removal of the two-child policy for local body elections were also mentioned as key reforms.

He further highlighted the government’s success in drawing industrial investments by inviting prominent business leaders. Over 200 skill hubs have been established in Industrial Training Institutes (ITIs) and polytechnic institutions. As a result, significant investments have been made in the tourism sector, boosting employment opportunities.

The Governor assured that the government is working towards resolving water issues in drought-prone regions. He announced that the Polavaram project is set for completion by 2027, which would be a game-changer for irrigation, drinking water, and industrial needs. He also expressed optimism that the completion of the Polavaram-Banakanchela project would eliminate drought conditions in the Rayalaseema region.

Governor Nazeer revealed that investments worth Rs.6.5 lakh crore have been secured, leading to employment opportunities for four lakh people. Major multinational companies, including Google, ArcelorMittal, Tata Power, and BPCL, have been attracted to invest in Andhra Pradesh. Additionally, infrastructure projects in Polavaram and Amaravati have been revived, strengthening the state’s economic foundation.

The local governance system has been fortified with a Rs.2,488 crore financial grant, and 22 new policies have been introduced to drive sustainable development. The administration has reinstated 74 out of the 93 central schemes that had been halted by the previous government. The Governor also noted that irrigation and road development bills worth Rs.10,125 crore have been cleared to accelerate progress in these sectors.

The Governor reiterated the government's commitment to achieving the ‘Swarnandhra 2047’ vision through ten key strategies, focusing on poverty alleviation, human resource development, youth employment, water security, agri-tech advancements, logistics, financial efficiency, and sustainable energy solutions. The administration has adopted a ‘People First’ approach, ensuring effective governance and welfare for all sections of society.

Governor Nazeer concluded by acknowledging past visionary leaders, recognizing Chief Minister N. Chandrababu Naidu’s role in the IT revolution, and highlighting Andhra Pradesh’s growing prominence in artificial intelligence-driven governance and industries. He affirmed that the state is on the path to becoming a leader in governance, industry, and economic development.
