Chief Minister N. Chandrababu Naidu has directed officials to make revenue services in Andhra Pradesh more seamless, transparent, and citizen-friendly. Stressing the need to eliminate bureaucratic hurdles, he instructed the department to fully implement real-time auto-mutation for Pattadar Passbooks and ensure that mutations occur immediately after registration.
The Chief Minister asserted that landowners should no longer be forced to visit revenue offices repeatedly to obtain passbooks. He emphasized that the Revenue Department must undergo a comprehensive overhaul within a year and announced that he would personally review progress every month.
Naidu chaired the review meeting at the Secretariat on Tuesday, attended by Revenue Minister Anagani Satya Prasad, Special Chief Secretary (Revenue) Sai Prasad, and senior CCLA officials. Officials informed him that the PGPRS portal had received 1,97,915 complaints related to mutations and Pattadar Passbooks. Additionally, 1,00,835 applications concerned land nature and classification disputes; 1,00,295 pertained to reduced land area after the resurvey; and 2,40,479 related to joint LPM (Land Parcel Maps) issues.
Officials reported that resurvey work has been completed in 6,693 villages, while 10,123 villages are yet to be covered. The Chief Minister set an explicit deadline, December 2027, for completing the entire resurvey process. He ordered monthly progress reports and directed officials to expedite resolution of Joint LPM disputes.
Naidu emphasised that maintaining accurate land data online would make EC (Encumbrance Certificate) issuance faster and more efficient. He also instructed prompt disposal of applications seeking removal from the 22A prohibited lands list, while urging extreme caution in handling freehold land entries under 22A.
Calling for robust safeguards, he suggested introducing blockchain-based systems to prevent tampering of land documents. He further ordered that the authority to resolve disputed lands, until now vested with Joint Collectors, be transferred to RDOs. The removal of "chukkalu" lands from the 22A list and the exclusion of assigned lands mortgaged to Primary Cooperative Societies before 1999 were also directed.
Naidu instructed officials to regularize assigned lands within municipal limits, up to 250 square yards, at 50% of base value, as recommended by the Ministers’ Committee. The Chief Minister set a revenue target of Rs. 10,169 crore for the Stamps and Registrations Department and instructed officials to update land market values accordingly.
