The Telangana government is focusing on land acquisition to transform the state into a major industrial hub in the country. It is working on plans to bring in large investments while ensuring that land required for setting up industries is made available in advance.
The government aims to prevent land shortages and delays in project implementation by increasing the availability of industrial land. As part of this initiative, it is preparing plans to acquire around 50,000 acres through the Telangana State Industrial Infrastructure Corporation (TGIIC).
The focus is on identifying vacant land in existing industrial parks and selecting suitable locations for new ones. While investments are vital for industrial growth, land availability and supporting infrastructure are equally important. Companies require ready access to land, approvals, roads, electricity and water to establish projects quickly. Delays in land identification, acquisition and allocation can slow investment implementation.
Land availability crucial
With investment proposals emerging from industrial summits, the Telangana government plans to acquire 50,000 acres through TGIIC to meet investors’ needs and accelerate project implementation. The focus is on identifying vacant and unused plots in existing industrial parks and developing new ones. Manufacturing, electronics, pharmaceuticals and life sciences require extensive land and reliable infrastructure. The government will assess land availability and acquisition needs while exploring opportunities beyond Hyderabad.
Site selection will depend on transport connectivity, water and power supply, labour availability and environmental clearances. Using existing government land and acquiring private land where necessary will help meet the target.
Acquiring agricultural land, a challenge
Acquiring agricultural land is likely to be the biggest challenge. The government must address farmers’ concerns, provide lawful compensation and ensure transparent valuation.
Differences between compensation offered and prevailing market prices could trigger opposition, particularly near towns, highways and established industrial zones, where land values are high.
The interests of tenant farmers, agricultural labourers and other families dependent on agriculture must also be considered. Besides compensation, affected families may need alternative livelihood opportunities.
Acquisition without adequate consultation could lead to protests, disputes and legal challenges. Prior discussions with farmers, clear communication, transparent payments and effective grievance-redressal mechanisms will be essential.
The government must estimate acquisition costs and adopt a phased approach, identifying the land required at each stage, the funding needed and priority locations for development. Matching acquisition to actual investor demand would help avoid excess land purchases and the unnecessary locking up of public funds.
Industrial parks could create jobs
New industrial parks could stimulate local economies beyond the industries themselves. Large investments can support ancillary small and medium enterprises, transport operators, warehouses, packaging units, maintenance services and other businesses, creating direct and indirect employment.
Skill development in technical operations, machinery maintenance, quality control and logistics will help local youth benefit from new opportunities. The 50,000-acre plan is central to Telangana’s ambition to become a major industrial hub. Making land available in advance could attract investments and speed up project implementation.
