Stakeholder workshop held for Telangana’s UDBC draft

Telangana government has launched the process for designing the Unified Development Building Code (UDBC), aiming to streamline and strengthen urban development regulations across the state. Ernst & Young (EY) has been appointed as consultant to conduct a comprehensive review of existing state policies, benchmarking them against national and international best practices to form the foundation of the UDBC draft.

The Stakeholder Consultation Workshop was held this morning at Hotel Hyatt Place, Banjara Hills, Hyderabad, jointly organized by HMDA and EY. Officials from government and non-governmental departments shared suggestions and feedback, which will be incorporated into the UDBC framework.

HMDA Metropolitan Commissioner, Sarfaraz Ahmed, opened the session, emphasizing the importance of collaborative participation in shaping the code. 

He highlighted the focus on sustainability, ease of doing business, and inclusivity, describing UDBC as a first-of-its-kind initiative in India.

Key participants included representatives from GHMC, CDMA, HMWSSB, Moosi Riverfront Development Board, HYDRA, municipal corporations, Panchayati Raj and rural development departments, and DTCP. 

Officials shared recommendations such as simplifying regulations, improving inter-departmental coordination, integrating water feasibility certificates with building permissions, and establishing guidelines for riverfronts, drains, and industrial zones. Private stakeholders from CREDAI, NAREDCO, ITPI, CII, IGBC, and architects’ institutes stressed the need for user-friendly rules and modifications to current government orders.
