Minister for Irrigation, Food, and Civil Supplies N Uttam Kumar Reddy announced urgent reforms to modernize and strengthen Telangana’s Central Design Organisation (CDO). Speaking at a review meeting, he emphasized the immediate need to recruit top engineering talent, acquire advanced technology, and strictly follow project timelines.

He stressed that the CDO, once a benchmark of excellence—designing projects like Nizam Sagar and supporting major schemes—must restore its reputation. Recent adverse comments from the National Dam Safety Authority and Judicial Commission have highlighted organizational weaknesses, prompting a review to address gaps and restore credibility.

Uttam Kumar Reddy directed the swift filling of all vacancies with highly qualified engineers, especially those from premier institutions like IITs and NITs, to inject fresh expertise. He stressed that recruiting the best is insufficient; they must be placed where they can make the most impact, particularly in complex irrigation projects requiring precision and innovation.

He ordered the procurement of state-of-the-art design software, modern equipment, and advanced facilities on a war-footing to enhance performance. The Minister also suggested engaging domain experts, including retired officers with proven expertise, as consultants on merit basis to assist with specialized tasks in electromechanical engineering—an area crucial for upcoming projects.

During the meeting, Uttam Kumar Reddy encouraged engineers to share issues needing government support, highlighting pending design challenges for projects like Nellikallu and Dindi. The focus is on timely, efficient project execution to ensure the state’s irrigation infrastructure is robust and reliable.
